It inherits the common identity and audit fields from DefectReferenceEntry; active status uses companion EntityAuditState.BusinessStatus. Priority defaults to Routine and RequiresAction defaults to false.

Merged into Administration.DefectReferenceValues using the ReferenceType discriminator; the DefectActionType class, API, and action-specific fields remain.
ParentId: remove the scalar column; manage parent relationships through entity links.
IsActive: remove the scalar column; use EntityAuditState.BusinessStatus for active and inactive state.
SortOrder: rename to SequenceNumber.
DomainQualifiers: store nullable string values; define the allowed-value enum inside DefectActionType.
DefectActionType: inherit AuditableEntity so the entity audit lifecycle applies.
Priority: add an enum-backed field with Routine, Priority, Urgent, and AircraftOnGround; default to Routine.
RequiresAction: add a checkbox (boolean) for follow-up action; default to unchecked.
